We make choices for the good of Lapland
Decision-making is problem-solving and choosing between alternatives. At the Regional Council of Lapland, decision-making is based on municipal democracy, and Lapland’s municipal decision-makers have the power to take decisions.
The Regional Council of Lapland is a joint municipal authority owned by all municipalities of Lapland. The decision-makers for all bodies of the Regional Council of Lapland are selected so that their political representation corresponds to the results of the municipal elections in Lapland.
The Assembly of the Council
The highest decision-making body in the Regional Council of Lapland is the 60-member Assembly of the Council (page in Finnish). The members of the Assembly of the Council are municipal councillors of the member municipalities. The number of members from each municipality in the Assembly of the Council is determined by the number of residents of the municipality, and every municipality has at least one representative in the Assembly of the Council.
The members of the Assembly of the Council are selected by the meeting for representatives of the constituent municipalities, which convenes every four years after the municipal elections. The chairman of the Regional Council of Lapland from 2021 to 2025 is MP Sara Seppänen (Finns Party). Member of Parliament Katri Kulmuni (Centre Party) is the chairman of the board of the Regional Council of Lapland from 2021 to 2025.
The Board of the Council
The Board of the Council (page in Finnish) is responsible for the practical work of the Regional Council of Lapland, elected by the Assembly of the Council. The members of the Board of the Council include 15 municipal decision-makers from different parts of the region, as well as an expert member appointed by the Sámi Parliament. The Board of the Council directs the office of the Regional Board, prepares the matters to be dealt with in the Assembly of the Council, and implements the decisions made by the Assembly.

Maakuntajohtaja
Maakuntajohtaja johtaa hallituksen alaisena liiton virastoa ja vastaa viraston toimintakyvystä, asioiden valmistelusta ja päätösten toimeenpanosta. Maakuntajohtaja toimii Lapin liiton hallituksen esittelijänä ja käyttää maakunnan liiton puhevaltaa. Maakuntajohtajan keskeisimpiin tehtäviin kuuluu suhteiden hoitaminen maakunnan sisäisiin, kansallisiin ja kansainvälisiin sidosryhmiin. Keskeinen tehtävä on myös maakunnan edunajamisen koordinaatio. Lappi Suomen kansainvälisimpänä maakuntana on mukana lukuisissa virallisissa ja epävirallisissa kansainvälisissä verkostoissa, minkä vuoksi maakuntajohtajan työssä painottuu vahvasti kansainvälinen yhteistyö.

Vastaan Lapin liiton hallinnosta ja sen kehittämisestä, hallituksen ja valtuuston asioiden valmistelusta ja täytäntöönpanosta sekä henkilöstöjohtamisesta. Lisäksi vastuullani on EU:n rakennerahastotehtävien maksatuksiin liittyvät tehtävät kansallisissa ja kansainvälisissä yhteyksissä.
