Regional planning
Regional planning consists of the regional development plan, a regional land use plan governing other use of land in the area, and the regional strategic programme. The Regional Development Act ( Aluekehityslaki), no. 602 of 2002, governs the regional strategic programme. A joint municipal board (the Regional Council of Lapland), in which the municipalities must be members, is in charge of the regional planning.
The national objectives for the use of the regional areas, set by the Government, are taken into account in regional planning. The regional land use plan puts the national objectives into specific terms and reconciles them with the regional and local objectives.
